AI Strategy

What is the guiding AI strategy?

In June 2018, National Institution for Transforming India (NITI Aayog), a public policy think tank under the government of India released the “National Strategy for Artificial Intelligence”. Though not a formal national policy, this document seeks to provide guidance on how a can leverage the transformative technologies to ensure social and inclusive growth.

Broadly, the strategy document lays down the following three objectives:

  • Leveraging AI for economic growth
  • Leveraging AI for social development and inclusive growth
  • Developing India as a AI “Garage” for emerging and developing economies

As such NITI Aayog focuses on the following five sectors since they anticipates these sectors to derive maximum benefit from AI in solving societal needs: 

  • Healthcare: increased access and affordability of quality healthcare,
  • Agriculture: enhanced farmers’ income, increased farm productivity and reduction of wastage,
  • Education: improved access and quality of education,
  • Smart Cities and Infrastructure: efficient and connectivity for the burgeoning urban population, and
  • Smart Mobility and Transportation: smarter and safer modes of transportation and better traffic and congestion problems.
Which government agency is leading the charge on AI development and deployment?

Even though development and deployment of AI has been high on the priority list of the Indian government, there is no nodal agency dealing with AI related activities in India. However, there have been efforts by different government agencies to develop an AI related policy framework in the country.

For instance, in August 2017, the Union Ministry of Commerce and Industry set up an Artificial Intelligence Task Force in August 2017 with a view to ‘embed AI in our Economic, Political and Legal thought processes so that there is systemic capability to support the goal of India becoming one of the leaders of AI-rich economies. One of the recommendations by the Task Force was to establish an Inter-Ministerial National Artificial Intelligence Mission (N-AIM) - a nodal agency responsible for coordinating AI-related activities in India.

Furthermore, in February 2018 the Ministry of Electronics and Information Technology (MeitY) set up four committees to develop a framework for AI in India. In order to do so, MeitY set up the following four committees:

  • Committee A on platforms and data on Artificial Intelligence
  • Committee B on leveraging Artificial Intelligence for identifying national missions in key sectors
  • Committee C on mapping technological capabilities, key policy enablers required across sectors, skilling, reskilling, R&D
  • Committee D on cyber security, safety, legal, and ethical issues

How does this strategy account for the principles of fairness, accountability, transparency and privacy?

The National Strategy touches upon the need for developing “Responsible AI” and a section of the strategy focuses on ethical issues relating to AI development and deployment. It identifies and explains the following issues:

  • Fairness and tackling AI related biases
  • Transparency/opening the black box
  • Privacy related harms and recommends developing robust regulatory mechanisms to deal with privacy related issues
  • Security in AI which delves into the accountability debate 

Thereafter in February 2021 NITI Aayog also released an approach document for Responsible AI in India with a view to establish broad ethics principles for design, development and deployment of AI in India – drawing on similar global initiatives but grounded in the Indian legal and regulatory context. While the strategy document outlines these principles, as of now they have not been formally adopted in any policy document in the country.

AI regulation

Does the country have a central AI regulation?

No. India does not have a central AI regulation. In 2021, the government stated that it would not introduce any immediate regulations on AI and clarified that it would take a "light touch" approach to AI regulation, allowing the technology to develop without excessive government interference. More recently, in April 2023, the Indian IT Minister stated in the Parliament that while there were ethical concerns associated with AI it had no intentions of regulating AI in India. It was also stated that the government would focus on standardising responsible AI development.

Which government agency is responsible for AI standard setting? (include website and any links to documents on AI standards if it is available on the website)

Bureau of Indian Standards (BIS) - the national standards body of India under the Ministry the Ministry of Consumer Affairs, Food & Public Distribution, Government of India is the National Standards Body of India, oversees AI standards development process in India. For formulation of Indian Standards, BIS functions through the technical committee structure comprising Sectional Committees under respective Division Councils set up for specific technologies and economic sectors. LITD30 is responsible for AI Standards development.

Which stakeholder groups are involved in drafting AI standards?

While formulating these sectional committees, BIS involves stakeholder groups from diverse fields including private sector, academia, civil society, and the government. However, it has been observed that participants are largely from the private sector whereas civil society representation is the least.

Which is the agency responsible for developing/influencing national-level AI standards?

Bureau of Indian Standards (BIS) responsible for developing national level AI standards.

Which is the agency responsible for enforcing these AI standards?

Standards are voluntary in nature, therefore no single agency is responsible for enforcing these standards.
